Washington, Minnesota and Maryland packaging EPR: the simplified reports

Washington, Minnesota and Maryland ask packaging producers for simplified reports through Circular Action Alliance. Who is covered and what comes next.

Short answer: Washington, Minnesota and Maryland have packaging EPR laws run through Circular Action Alliance (CAA), but for now they ask covered producers for a simplified supply report rather than full reporting. Simplified reports on 2025 data were due May 31, 2026. Full reporting and fees come later as each program's plan is approved.

What's due now

StateReportUsually exempt if
WashingtonSimplified supply report through CAAUnder $5 million in revenue, or under 1 ton into Washington
MinnesotaSimplified supply report through CAAUnder $2 million, or under 1 ton into Minnesota
MarylandSimplified supply report through CAAUnder $2 million, or under 1 ton into Maryland

In Maryland, full producer reporting starts only after the program plan is approved.

Why it's worth doing properly now

  • The same packaging data feeds Oregon, Colorado and California reports, so one good dataset covers every state.
  • When full reporting and fees arrive, brands that already track packaging by state won't be starting from scratch.

How to prepare

  1. Count orders shipped into each state from a year of Shopify orders.
  2. Build your packaging list with materials and weights.
  3. Check each state's threshold against your revenue and tonnage.

The full method is in How to calculate packaging by state.

Thresholds as we read them in October 2026, for orientation only and not legal advice.
