Colorado packaging EPR: what Shopify brands need to know
Colorado's packaging EPR program for online brands: the small producer thresholds, annual reporting through Circular Action Alliance by May 31, and dues.
Short answer: Colorado's packaging EPR program asks producers of packaging supplied into the state, including by online orders, to report annually through Circular Action Alliance (CAA) and pay dues. Reports on 2025 data were due May 31, 2026, and the 2027 cycle is expected on the same date. Small producers below Colorado's revenue or tonnage line are exempt.
Who has to report
As in most states, the brand owner is the producer for product packaging, and whoever packs the order is the producer for shipping packaging. As we read it, Colorado's small producer line is global revenue under $5,779,297 (an inflation-adjusted figure) or under 1 ton of packaging supplied into Colorado.
Reporting and dues
- An annual supply report through CAA's portal, due May 31.
- Dues based on the reported weight of each material. Colorado offers flat dues for low volumes; compare them with per-pound dues for your numbers.
- Colorado's program leaves out some business-to-business transport packaging, so check its scope rules for wholesale shipments.
What to have ready
- Units shipped into Colorado from a year of fulfilled orders.
- Your packaging list with materials and weights. See how to calculate packaging by state.
- Your revenue, including all channels and related companies, for the threshold test.
Thresholds and scope as we read them in October 2026, for orientation only and not legal advice. Check the program's current rules before you rely on them.
