Packaging EPR deadlines: the 2026 cycle and what to expect in 2027

The packaging EPR calendar: the shared May 31 reporting date, what was due in 2026, what to expect in 2027, and the exemption windows to watch.

Short answer: The six states run through Circular Action Alliance share one reporting date: May 31. Reports on 2025 packaging were due May 31, 2026 (California accepted June 1 because the 31st fell on a Sunday). Reports on 2026 packaging are expected by May 31, 2027, so the data you need is the packaging you ship between January 1 and December 31, 2026.

California also asked for a source reduction report by May 31, 2026, and individual source reduction plans later in the summer.

What to expect in 2027

  • Reports on 2026 data, expected by May 31, 2027. The date follows the yearly pattern; watch Circular Action Alliance's announcements for the confirmed date and portal opening.
  • Oregon's exemption window. Oregon takes small producer exemption claims in a set window each year. For the 2027 fee year it ran January 6 to March 31, 2026, so expect a similar window early in 2027.
  • California registration and exemptions. California producers register through Circular Action Alliance or with CalRecycle directly, and small producers apply for their exemption. An approved exemption has to be kept up to date before it expires.
  • Fees. Invoices follow the reports. Fee rates are published by the programs and change year to year.

A working calendar for a Shopify brand

  1. Now through December: list every packaging component you ship and its weight, and note where each weight came from. Fix products with no packaging assigned.
  2. January: pull the full 2026 order history with ship-to states. Check Oregon's exemption window if you might qualify.
  3. February and March: calculate pounds by state and material, compare flat fee and per-pound options where offered, and write down your method.
  4. April and May: enter the numbers when the portal opens, keep a copy of everything you submitted, and save the confirmation.

Dates as published or reported by October 2026, for planning only. Confirm current deadlines with Circular Action Alliance and your state before filing.
